1.Signed on September 30, 2005; Entered into force on September 30, 2005.
 
The Taipei Economic and Cultural Office (TECO) in the
Philippines and the Manila Economic and Cultural Office (MECO)
in Taiwan, hereinafter referred to as the "Contracting Parties;"

Desiring to enhance the existing friendly relations between the
agricultural authorities of the Contracting Parties through
technical and economic cooperation in agriculture and fisheries;
and

Recognizing the advantages to be gained by their respective
peoples from the implementation of such cooperation;

Have agreed as follows:

ARTICLE Ⅰ
1.The Contracting Parties, in conformity with their respective
laws and regulations, including those on conservation and
management of natural resources, shall promote scientific,
technical and economic cooperation in the fields of
agriculture and fisheries, including but not limited to:
a.Exchange of professionals, scientists and technicians to
facilitate study, observation and training in agriculture
and fishery;
b.Establishment of a mechanism to enhance institutional
capabilities to comply with relevant international sanitary
and phytosanitary standards;
c.Encouragement of joint venture investment between the
private sector in areas of agriculture, aquaculture, marine
fisheries, post harvest, handling, food processing and
marketing technologies for agriculture and fishery products;
d.Exploration of possible modes of commercial fishing which
the fishermen of both sides can undertake in the future;
e.Establishment of a mechanism to help prevent poaching
activities including expeditious resolution of alleged
poaching cases on the waters of both sides.
2.The Contracting Parties shall encourage the involvement of
academic, scientific and business communities and related
entities to generate broadened interest and increased
activities in the fields of agriculture and fishery.

ARTICLE Ⅱ
1.The Contracting Parties agree to negotiate specific project
agreements in accordance with the provisions of this
Memorandum to implement projects on programs in the
aforementioned areas of cooperation.

ARTICLE Ⅲ
To ensure the implementation of this Memorandum, the
agricultural authorities of the Contracting Parties shall
establish a Technical Working Group (TWG)composed of an equal
number of representatives from both sides.
a.The TWG shall be co-chaired by senior officials of the
agricultural authorities of the Contracting Parties;
b.The agricultural authorities of the Contracting Parties shall
designate liaison officers to the TWG to coordinate with
concerned agencies and deal with daily and routine work of the
TWG thus established;
c.The TWG shall formulate and submit a regular work program on
agriculture and fishery cooperation;
d.The TWG shall meet annually, or as may be necessary, the venue
alternating between the Contracting Parties.

ARTICLE Ⅳ
1.The agricultural authorities of the Contracting Parties shall
bear the cost of their respective participation in cooperation
activities unless both sides agree otherwise.
2.Activities pursuant to this Memorandum are subject to the
availability of funds and personnel of the respective
agricultural authorities of the Contracting Parties.

ARTICLE Ⅴ
Disputes concerning the implementation of this Memorandum shall
be settled amicably by consultation or negotiation between the
Contracting Parties.

ARTICLE Ⅵ
This Memorandum shall enter into force on the date of its
signature by the duly authorized representatives of the Taipei
Economic and Cultural Office in the Philippines and the Manila
Economic and Cultural Office in Taiwan.

ARTICLE Ⅶ
Any revision or amendment agreed upon by the Contracting Parties
shall be in writing and shall enter into force on the date of
signature.

ARTICLE Ⅷ
This Memorandum shall be valid for a period of three years and
shall automatically be renewed for the same period unless sooner
terminated by written notice by either of the Contracting
Parties six months prior to the intended date of termination.
The termination of this Memorandum is without prejudice to the
completion of on-going cooperative undertakings.
IN WITNESS WHEREOF, the undersigned, being duly authorized, have
signed this Memorandum.
Done at Taipei, on the 30th day of September, 2005, in duplicate
in the English language.
