1.Signed on June 13, 2008; Entered into force on June 13, 2008;
 
The government of the Republic of China (Taiwan) and the
government of Saint Lucia (hereinafter referred to as the
"Parties"), being desirous of further strengthening their
friendly relations and promoting technical cooperation in the
field of agriculture, have agreed through their respective
representatives upon the following articles:
ARTICLE 1
The objectives of the project are:
(1) To study the techniques of intensive cultivation on small
farms using relatively low capital inputs to ensure maximum
production of vegetables, aquaculture, flowers, fruits, and
livestock, thereby reducing imports.
(2) To introduce new measures of soil and water conservation and
a system of croprotation to improve the fertility and
productivity of land.
(3) To achieve a level of production that ensures an adequate
level of nutrition throughout the year, and a marketable
surplus to supplement income.
(4) To demonstrate how objectives 1 to 3 can be achieved.
(5) To engage in any other items and areas of technical
cooperation in agriculture projects agreed by the parties.
ARTICLE 2
The project includes:
(1) Research to:
(a) Determine how the climate and soil conditions may be best
used to obtain the highest yields under a year-round
production system.
(b) Carefully select varieties and continually improve
selection.
(c) Introduce technology geared toward improving crop storage
and livestock raising programs.
(d) Develop a system of record-keeping and farm production
analysis for general application on small farms.
(e) Use available small farm machinery (hand-and
power-operated) in order to determine the most suitable for
local use.
(f) Demonstrate the use of locally grown products in
agro-processing.
(2) Training:
(a) Technicians from both the Republic of China (Taiwan) and
Saint Lucia shall train farmers and other farmer groups
involved in the project in new techniques.
(b) The Parties shall cooperate in the production of
educational materials.
(3) Reporting and Evaluation:
(a) Reporting and evaluation shall be carried out periodically.
No information shall be released unless previously cleared
by the host government.
(b) Complete records on inputs and outputs shall be kept to
ascertain the economic viability of the farm operations.
ARTICLE 3
(1) The government of the Republic of China (Taiwan) agrees to
set up in St. Lucia a technical mission composed of various
expert technicians required for the agricultural projects
involved.
(2) The government of the Republic of China (Taiwan) shall
defray the traveling costs and expenses of the technical
mission to and from Saint Lucia and shall pay their salaries
during the period of their services in Saint Lucia.
(3) The government of Saint Lucia shall exempt the
aforementioned salaries from all resident and local taxes,
and shall exempt personal and household effects of the
members of the technical mission, imported within one year
of their arrival into the State, from all customs duties,
taxes and other charges, and shall accord the members of the
technical mission and their dependants the necessary
conveniences for their entry into and departure from Saint
Lucia during the period of their service;
(4) The automobiles imported and exported by the technical
mission for personal and family use shall be exempt from all
customs duties, taxes and other charges. Such automobiles,
if disposed of within three years of the grant of this
concession, shall be subject to relevant customs duties,
taxes and other charges. All vehicles belonging to the
technical mission shall be allowed to display diplomatic
license plates.
ARTICLE 4
(1) The government of the Republic of China (Taiwan) shall
provide the technical mission with all necessary farm
implements and seeds available in the Republic of China
(Taiwan) and ship them to Saint Lucia;
(2) Upon arrival of the said farm implements and seeds in Saint
Lucia, the government of Saint Lucia shall exempt them from
customs duties, taxes and other charges, shall pay
warehousing costs and charges, as well as other related
expenses, and shall be responsible for transporting them to
their points of use.
ARTICLE 5
(1) The government of Saint Lucia shall provide the technical
mission with demonstration farms, assistant technicians,
office accommodation and services, as well as those
necessary farming implements and seeds that are not produced
in the Republic of China (Taiwan);
(2) The government of Saint Lucia shall provide housing
subsidies of up to EC$2,000/month for each member of the
technical mission.
ARTICLE 6
All produce of the demonstration farms, except the portion
required for personal consumption by members of the technical
mission and for reserve seed, shall be sold. The produce,
including seedlings, fruits and so forth, may be promoted by
selling it at minimal cost to farmers and the general public.
The proceeds shall be deposited in a special revolving fund
account managed jointly by the Parties to cover expenditures
related to the technical cooperation projects.
ARTICLE 7
The government of Saint Lucia shall appoint a liaison officer to
render the technical mission all necessary assistance.
ARTICLE 8
The period of service of the technical mission shall begin from
the date of its arrival in Saint Lucia and shall be set
according to project requirements. This period may be extended
by written agreement between the Parties before its expiration.
ARTICLE 9
This Agreement shall enter into force upon the date of its
signature and remain valid for a period of three years. The
Parties shall evaluate the results of the projects six months
prior to expiration. The Agreement shall be extended
automatically for a period of three years each time, unless the
Parties agree to terminate or revise it.

IN WITNESS WHEREOF, the undersigned, being duly authorized
thereto by their respective governments, have signed this
Agreement.

DONE in duplicate in the Chinese and English languages, both
texts being equally authentic, at, on the thirteenth day of the
June month of the ninety-seventh year of the Republic of China
(Taiwan), corresponding to the day of the month of the year two
thousand and eight in the Gregorian calendar.
