ANNEX NO.5 (MEMORANDUM OF UNDERSTANDING BETWEEN THE NATIONAL CO-
MMITTEE FOR POPULATION AND FAMILY PLANNING, VIETNAM AND THE DEP-
ARTMENT OF HEALTH, TAIWAN, R.O.C.)

WHEREAS the Department of Health, Taiwan. R.O.C. (hereafter ref-
erred to as "DOH") and the National Committee for Population and
Family Planning, Vietnam (hereafter referred to as "the NCPFP")
are desirous to enter into a Memorandum of Understanding for co-
operation in the field of population and family planning/ repro-
ductive health on the basis of equality and mutual benefit.

NOW THEREFORE, the parties have agreed as follows:

Article I. PROGRAMME
1.Scope of Cooperation
The scope of cooperation shall include, but not be limited to,
the joint efforts in the following areas of:
‧Training of personnels
‧Management of population and family planning/reproductive
health programme
‧Information exchange
‧Research
‧Mutual visits including missions from the NCPFP to Taiwan
for study and training and a mission from DOH to Vietnam for
technical backstoping and review of the cooperative program-
me.
2.Annual Specific Plans
Based on the above-mentioned areas of activities, both parties
shall have specific plans for annual cooperation which will
form an integral part of this Memorandum of Understanding.

Article II. FINANCIAL ARRANGEMENT
1.For Vietnamese observation study and training groups in Taiwan
, the NCPFP will bear the international return airfares (Viet-
nam-Taiwan-Vietnam) while DOH will cover the costs of hotel
accommodation, per diem and local travel during their courses
in Taiwan.
2.For Taiwanese experts working in Vietnam, the NCPFP will prov-
ide hotel accommodation including daily meals and local travel
in Vietnam while the international return airfares (Taiwan-
Vietnam -Taiwan) and their salary will be covered by DOH.

Article III.IMPLEMENTATION AND COOPERATION
Each party shall designate a programme coordinator to be respon-
sible for the overall coordination of activities for the cooper-
ation programmes between the two parties.

Article IV. ENTRY INTO FORCE AND TENURE
This Memorandum of Understanding shall enter into force on the
date of signing. It shall remain in force until either party gi-
ves a written notice six months in advance to the other party to
terminate the Memorandum of Understanding. The termination here-
of shall not affect the validity of activities agreed upon here-
under and initiated prior to such termination.

Any supplementation and modification of this Memorandum of Unde-
rstanding shall be agreed upon by both parties in writting and
form an integral part of this Memorandum.

IN WITNESS HEREOF the undersigned, duly authorised by their res-
pective competent authorities, have signed this Memorandum of
Understanding.

This Memorandum of Understanding was done in Hanoi on December
13th, 2000 in four copies in English language, of which two for
each party.

To the Memorandum of Understanding dated December 13th, 2000
Based on the Memorandum of Understanding signed on December 13th
, 2000 between the Department of Health (hereafter referred to
as "DOH"), Taiwan, R.O.C. and the National Committee for Popula-
tion and Family Planning, now known as the Vietnam Commission
for Population, Family and Children (hereafter referred to as "
VCPFC"), S.R of Vietnam on bilateral cooperation in the field of
population, family and children, both Parties have agreed on the
following programmes for the year 2005.

1.The DOH, Taiwan will accept 04 groups of personnel selected by
the VCPFC for observation-study tour and training in Taiwan,
including traveling and working.
1.1.One group of 10 persons for a twelve-day observation-study
tour, training and experience exchange on management of pop-
ulation, family and children (in the 1st quarter of 2005).
1.2.One group of 10 persons for a twelve-day observation-study
tour, training and experience exchange on population quality
: newborn screening, early intervention to prevent genetic
defects for children, care and rehabilitation for disabled
children, prevention of injuries and violence against child-
ren, role of the family and society in taking care of health
for mothers, children and aging people (in the 2nd quarter
of 2005).
1.3.One group of 10 persons for a twelve-day observation-study
tour, training and experience exchange in policy making, im-
plemention of supporting policies to family and community
development, and family models in transitional period (in
the 2nd quarter of 2005).
1.4.One group of 10 persons for a twelve-day observation-study
tour, training and experience exchange on management and op-
eration of Information, Education & Communication (IEC) and
Behavior Change Communication (BCC), counseling in the field
of population, family and children (in the 4th quarter of 20
05).
2.The VCPFC will arrange for 02 missions from DOH of Taiwan to
come to Vietnam for technical assistance, specifically:
2.1.One group of 04 persons to visit Vietnam for 07 days to sup-
port on technique for VCPFC on following fields:
- Organizing a seminar on the Government's role in administ-
ration and coordination in child care & development.
- Exchanging views for bilateral cooperation in supporting
Vietnamese brides in Taiwan in terms of reproductive heal-
th and child care in Taiwan with the development of IEC
materials in Vietnamese language.
- Making recommendation on upgrading services for child reh-
abilitation centers in Vietnam (in the 3rd quarter of 2005
).
2.2 One of 6 persons for 7 days to review the cooperation progr-
amme and pay local field trips to find needs for technical
assistance and to develop the bilateral cooperation program-
me for the next year (in the 4th quarter of 2005).
3.Both parties agree to provide trips and evaluation reports af-
ter observation and training tours at the end of 2005 in order
to improve the quality of cooperation.
4.Both parties agree to exchange printed documents, research fi-
ndings and other materials relating to population and develop-
ment, family planning and child care, and cooperate in develo-
ping IEC and counselling documents in Vietnamese language to
facilitate Taiwanese side in training Vietnamese brides in Ta-
iwan.
5.Both parties also agree to promote the cooperation between VC-
PFC and DOH through mobilizing for additional resources for
technical assistance projects on population quality, child ca-
re and rehabilitation for children for the benefits of the two
parties.

Other terms and conditions, which are not specified in this Ann-
ex, shall be referred to the Memorandum of Understanding dated
December 13th , 2000.

Any supplementation and modification shall be agreed upon by bo-
th parties in written form and form an integral part of this An-
nex.

This Annex is an integral part of the Memorandum of Understandi-
ng dated December 13th 2000.

Done in Hanoi on 22 November, 2004 in English language, in four
copies, each party retains one copy.
