AGREEMENT ON COOPERATION IN HEALTH BETWEEN THE DEPARTMENT OF HE-
ALTH, EXECUTIVE YUAN, REPUBLIC OF CHINA (TAIWAN) AND THE MINIST-
RY OF HEALTH, REPUBLIC OF THE MARSHALL ISLANDS

The Department of Health, Executive Yuan, Republic of China (Ta-
iwan), and the Ministry of Health, Republic of the Marshall Isl-
ands, hereinafter referred to as "the Parties", desiring to imp-
rove the health of the peoples of Taiwan and the Marshall Islan-
ds, to promote mutual understanding and friendly relations, and
to cooperate on medical services.
Have agreed as follows:

The Scope of this Agreement:
1.For the purpose of this Agreement:
(a) "Republic of China (Taiwan)" refers to (under its jurisdict-
ion) the territory in respect of which the Department of He-
alth, Executive Yuan, has responsibility through the releva-
nt authorities.
(b) "Republic of the Marshall Islands" refers to the territory
in respect of which the Ministry of Health and Enviroment
has responsibility through the relevant authorities.

The Responsibilities of the Parties:
1.The Parties may designate a representative agency to administ-
er this Agreement. For the Department of Health, Executive Yu-
an, Republic of China (Taiwan), the representative agency is
the Embassy of the Republic of China (Taiwan) to Republic of
the Marshall Islands; and for the Ministry of Health , Republ-
ic of the Marshall Islands, the representative agency is the
Embassy of Republic of the Marshall Islands to the Republic of
China (Taiwan).
2.The Parties and/or representative agencies may:
i.Hold at least one meeting per year in Taiwan or the Marshall
Islands for the planning of measures designed to improve he-
alth services and the training of medical staff.
ii.Promote and facilitate the exchange of experiences pertain-
ing to health, including the areas such as communicable di-
seases (e.g., tuberculosis, dengue fever, HIV/AIDS).and non
-communicable diseases (e.g., diabetes, cardiovascular dis-
eases, cerebrovascular diseases, gout, hypertension ); beh-
avioral risk factors (e.g., obesity, insufficient physical
activity, poor diet, and substance abuse, especially alcoh-
ol, betel nuts and cigarettes); and environment-related and
genetic risk factors (e.g., hyperglycemia, hyperlipidemia,
hyperuricemia).
iii.Promote and facilitate the development of direct contact
between or among academic institutions, governmental and
non-governmental organizations, and appeal to local gover-
nmental bodies, tribal authorities and traditional leaders
to support these endeavors.
iv.Promote and assist the participation of the Parties in int-
ernational governmental and non-governmental organizations.
v.Promote medical services and personnel exchanges, including
staff training in the area of medicine and health technology
.
vi.Promote health issues and unique diseases inherent to the
Austronesian peoples residing in the Pacific region.
vii.Promote medical services to schools, children and the tra-
ining for dental health staff to improve overall oral hea-
lth.

Application of this Agreement:
1.The arrangement of funding for any exchanges facilitated under
this Agreement will be reviewed on a case-by-case basis.
2.This Agreement shall enter into force from the date of its si-
gnature by the Parties (or upon the accomplishment of the leg-
al procedures of the Parties).
3.Either Party may request consultations concerning this Agreem-
ent by written notice.
4.Either Party may suspend the application of this Agreement and
shall notify the other Party of its decision in writing as so-
on as possible. The notice shall contain reason(s) for suspen-
sion.
5.Either Party may terminate this Agreement by giving three mon-
ths' written notice in advance to the other party.

IN WITNESS WHEREOF the undersigned, being duly authorized by th-
eir respective Governments, have signed this Agreement.

Done at Taipei, on the first day of December 2004 in duplicate
in the English language.
