The Ministry of Health of the Kingdom of Saudi Arabia (hereinaf-
ter refered to as Party A) and the National Health Administrati-
on of the Republic of China (hereinafter refered to as Party B),
recognizing the friendly relations existing between the two cou-
ntries and their respective peoples,
being desirous of developing medical cooperation, and
implementing the arrangements of the Memorandum signed on the n-
inth of Jamad 1399 H corresponding to the twenty-eighth of Nove-
mber 1980 have agreed as follows:
Ⅰ Subject
1 In view of the traditional intimate frienship and in the sp-
irit of complete and mutual understanding, Party B undertak-
es to delegate a mission of hospital personnel (hereinafter
called "the Mission") to support the operation of the two h-
ospitals at Jeddah and Hofuf-such services not to be extend-
ed to other hospitals and clinics except in emergencies und-
er the "Five New Government General Hospitals Project" of t-
he Kingdom. The recruited members of Mission shall be well
qualified and of fine character.

Ⅰ Subject

ies under the "Five New Government General Hospitals Proj-
ect" of the Kingdom. The recruited members of Mission shall
be well qualified and of fine character.
2 The main functions of the Mission shall be to provide medi-
cal services of high quality to the people of Saudi Arabia,
and to conduct teaching programs to train young Saudi doct-
ors.
3 The Mission shall include, but not limited to, medical doc-
tors (including short-term consultant), para-medical and m-
aintenance personnel. In addition, the administrative staf-
f, medical assistants and other hospital personnel will be
sent upon the request of Party A.
4 Notwithstanding the terms of the contracts signed between
the members of the Mission and party A, either Party shall
have the right to replace any member of the Mission by mut-
ual agreement.
Ⅱ Evaluation and Recognition of Qualification
1 Medical doctors
a. To be recognized as a specialist, a physician must comp-
lete a residency in a special field in an approved teac-
hing hospital for not less than 4 years.
b. The pay scale for the specialist will follow that of M.B
., B.S.+Ph.D. in medicine (Serial No. 4 "Pay Scale of D-
octors and Dentists").
c. The pay scale for the nonspecialist will follow that of
M.B., B.S. (Serial No. 1 of "Pay Scale for Doctors and
Dentists").
d. Residents who have completed their four-year residency
training programs at hospitals of either countries shall
be promoted to specialist attending doctors depending on
their convincing medical technical performance. Consequ-
ently, the payroll shall be adjusted accordingly.
2 Short-Term Consultants
a. Short-term consultants shall serve in the Kingdom for no
less than three months and no more than six months at o-
ne time, or for any length of time mutually agreed upon
in advance.
b. Short-term consultants at the Professor level shall be
paid within the range of SR18,000 and SR20,000 per mont-
h.
c. Short-term consultants at the Associate Professor level
shall be paid within the range of Ss15,000 and SR18,000
per month.
3 Para-Medical Personnel
Their qualification will be recognized according to the ce-
rtification.
Ⅲ Program Management
1 Party A shall expedite supplies of needed medicine and equ-
ipment of the hospitals.
2 Party B shall, in addition to the short-term consultant, s-
upply at least 50 doctor specialists.
3 For the training of young doctors, a teaching program prop-
osal shall be drawn up jointly by both Parties for further
discussion.
Ⅳ Administration Expenses
1 Papty A shall provide Party B with a lump sum of SR1,000,0-
00 every year at the beginning of each year as administrat-
ive expenses.
2 Party A shall also pay the salaries of one Mission Leader
and two assistants appointed by Party B for managing the a-
ffairs of the Medical Cooperation Program and for assisting
Party A to set up administrative system. The salaries of t-
he assistants shall be fixed according to the pay scale of
para-medical personnel, and the salary of the Mission Lead-
er shall be negotiated on contract basis.
3 Salary and preparation allowance shall be paid within two
months and one week respectively after the arrival of memb-
ers. Otherwise, a special fund shall be allocated as a loan
for temporary needs of the new members.
Ⅴ Termination of the Program
1 This Memorandum may be reviewed or amended every year if e-
ither of the two Parties deems it necessary and by mutual
agreement.
2 Either Party shall notify the other Party in writing of its
desire to terminate the program. Such notice shall be given
twelve months prior to the date of termination.
3 This Memorandum is considered valid as from 1st December 1-
981.
