Purpose

In recognition of the need to strengthen the capabilities of
monitoring, forecasting and risk management of the impacts
introduced by climate change, severe weather systems,
earthquakes and tsunamis and to promote cooperation in related
development activities and applications between the Ministry of
Transportation and Communications (MOTC) of the Republic of
China and the Ministry of Environment, Climate Change, Disaster
Management & Meteorology (MECDM) of the Solomon Islands
(hereinafter referred to as “ the Parties ” )have agreed as
follows:

ARTICLE 1
Scope of Cooperation
1.1 Enhance observing systems including planning and
implementing of surface and upper-air meteorological
observations, marine observations, seismologic observations
and other observation systems.
1.2 Exchange data sets, follow the mutually agreed data
policies, including various data sets from various observing
systems, monitoring and forecast products as well as
advisory and warning reports.
1.3 Develop operational techniques and systems including real
time data acquisition systems, data processing systems,
weather/climate monitoring systems, weather/climate
forecasting systems, product generation systems, downscaling
techniques, historical data digitalizing and establishing
Early Warning Systems for extreme weather events,
earthquakes and tsunamis.
1.4 Promote weather and climate researches, applications and
services including cross sectorial applications and services
for public health, water resource management, agriculture,
fishery, disaster risk reduction and management as well as
climate science, climate change analysis and climate
adaptation services.
1.5 Human resource development and capacity building through
personnel technical trainings, experience sharing, technical
discussions, exchange visitors and research activities.
1.6 In consultation with the Meteorological Service Division of
MECDM (SIMS), Central Weather Bureau of MOTC (CWB) personnel
may serve as consultants of the SIMS in national and
international programs and activities, such as World
Meteorological Organization (WMO) Global Framework for
Climate Services related activities and other climate
science and/or climate change impact adaptation activities.
1.7 In consultation with CWB, SIMS personnel shall be provided
with special trainings on areas covered under articles 1.1
to 1.4.

ARTICLE 2
Focal Points and MOU Exercise
The Parties shall designate their focal points respectively to
engage the implementation of cooperative activities within the
framework of this Memorandum of Understanding (MOU).

To achieve phased fulfillment of mutual concerned issues, the
Parties shall jointly formulate Implementation Plan on a yearly
or multi-yearly basis in the framework of cooperation under this
MOU.

ARTICLE 3
Financial Arrangements
Expenses incurred by cooperative activities will be borne as
jointly decided by the Parties. The Parties may also work
together to apply for international funds to support the
cooperative activities.

ARTICLE 4
General Provisions
4.1 This MOU will be carried out within the framework of the
respective national laws and regulations governing the
Parties and subject to the availability of appropriated
funds and personnel of the Parties.
4.2 Applications for patents and the handling of other
intellectual property rights developed in the course of
cooperative activities under this MOU will require the prior
written consent of both Parties.
4.3 This MOU does not exclude the possibility of involving any
third party in some of the aforementioned activities however
that must be expressly and mutually agreed by the Parties to
this MOU.

ARTICLE 5
Consultations
Other matters which are not stipulated in this MOU will be
determined by mutual consultation in writing between the
Parties.

ARTICLE 6
Dispute Settlements
Any dispute in relation to the interpretation or implementation
of this MOU will be amicably settled through consultation
between the Parties.

ARTICLE 7
Entry into Force, Amendment, and Termination
7.1 This MOU will come into effect on the date of the last
signature by the Parties.
7.2 This MOU may be amended or extended by mutual written
consent of the Parties.
7.3 Either Party may notify the other Party in writing of its
intention to terminate this MOU; this MOU will be terminated
six months after the date of delivery of such notice to the
other Party.

IN WITNESS WHEREOF, the undersigned, being duly authorized by
their respective Governments, have signed this MOU. DONE in
duplicate in the English language.
