AMENDMENT NO. 1

The Government of the Republic of China (Taiwan) and the
Government of the Republic of Palau agree to amend Paragraph 3
of the Annex to the Agreement between the Government of the
Republic of China (Taiwan) and the Government of the Republic of
Palau Relating to Air Services signed on December 2, 1999 as
follows:

"3. Frequencies and Capacity

On the routes specified in Paragraph 2 above, each designated
airlines of either Party shall be allowed to operate up to eight
(8) weekly round trip services with any type of aircraft with
immediate effect.

Further increase in frequency shall be subject to the
consultation and agreement between both Contracting Parties as
an amendment to this Annex."

This Amendment shall come into force on the later date of
signing by both Contracting Parties.
