1.Signed on January 12, 1990; Entered into force on Jaunary 12, 1990.
 
The Civil Aeronautics Administration of the Republic of China a-
nd the Department of Civil Aviation of Dubai, UAE (hereinafter
referred to as " Parties "), desiring to establish direct air s-
ervices between and beyond their territories, have agreed as fo-
llow :
1 Each Party may designate in writing multiple airlines to oper-
ate the argeed commercial air routes specified in the Annex a-
nd to withdraw or alter such designation.
2 On receipt of such a designation and of application from the
designated airline for operating authorization and technical
permission, the other Party shall ensure that appropriate aut-
horization and permission is granted with minimum procedural
delay, provided :
(a) substantial ownership and effective control of that airline
are vested in the Party or in its nationals or both.
(b) the designated airline is qualified to meet the conditions
prescribed under the laws and regulations normally applicab-
le to the operation of air transportation by the Party cons-
idering the application.
3 The designated airlines of both Parties shall have rights to
take on and discharge passenger, cargo and mail at the points
on the respective route they operate, and shall also have the
rights of flying across and landing for non-traffic purposes
in each other's territory.
4 The applicable laws and regulations of either Party governing
entry into or departure from its territory of aircraft engaged
in international scheduled air services, or to the operation
and navigation of such aircraft within its territory shall ap-
ply to the designated airlines of the other Party.
5 The fares and rates to be charged for the carriage of passeng-
ers and cargo by the designated airlines on their respective
routes shall be subject to the approval of the appropriate ae-
ronautical authorities and shall normally be fares and rates
established by the International Air Transport Association (I
-ATA).
6 Either Party may, at any time, request consultation relating
to this Agreement. Such consultations shall begin at the earl-
iest possible date, but not later than sixty (60) days from t-
he date the other Party receives the request unless otherwise
agreed.
7 This Agreement shall come into force on the date of signature
and shall remain in force unless terminated by either Party g-
iving to the other twelve (12) months prior notice in writing.
Done at Taipei on the twelfth day of the first month of the s-
eventyninth year of the Republic of China, corresponding to t-
he twelfth day of January, 1990 A.D.

ANNEX
To the Agreement on Exchange of Traffic Rights between the Civil
Aeronautics Administration of the Republic of China and the Dep-
artment of Civil Aviation of Dubai, United Arab Emirates signed
on this 12th day of January, 1990 :

Section 1
The airlines designated to provide air transportation in accord-
ance with the aforesaid Agreement shall be entitled to operate
the following commercial air routes :
1 Route for the airlines designated by the Civil Aeronautics Ad-
ministration of the Republic of China :
Taipei /one intermediate point to be selected from Singapore,
Bangkok and another point to be named /Dubai/one beyond point
to be selected from Luxembourg and other two points to be nam-
ed, and vice versa.
2 Route for the airlines designated by the Department of Civil
Aviation of Dubai, UAE :
Dubai / one intermediate point to be seclected form Bangkok,
Hong Kong and Manila/Taipei/one beyond point to be selected f-
rom three points to be named, and vice verse.
3 The designated airlines of either Party may, on any or all fl-
ights, omit any point or points on the route specified above,
provided that the point of origin or destination is in the te-
rritory of that Party.

Section 2
The designated airlines of either Party may operate on the route
specified above up to three frequencies per week with any type
of aircraft. Any increase of frequency shall be subject to the
approval of two Parties.

MINUTES OF DISCUSSION
1 Discussions were held at Taipei on January 11 and 12, 1990 be-
tween the Civil Aeronautics Administration of the Republic of
China and the Department of Civil Aviation of Dubai, United A-
rab Emirates. List of the two delegations is attached hereto.
2 Discussions were held in a friendly and cordial atmosphere. As
a result, the two delegations have agreed to sign the Agreeme-
nt on Exchange of Traffic Rights.
3 Both delegations agreed to recommend to their appropriate aut-
horities to conclude an Agreement for the Avoidance of Double
Taxation on reserves arising from their airlines activities a-
nd of their nationals employed by these companies when based
in each others territories.
4 Both delegations agreed to recommend to their competent autho-
rities to consider the exemption from all customs duties and,
or other charges on a reciprocal basis on items and goods imp-
orted into the territory of either contracting Party as follo-
ws :
various official documents bearing the emblem of the Airline,
such as luggage tags, air tickets, airways bills, time tables,
boarding cards, airline presentation articles etc. various di-
splay units, tickets and line printers, catering equipment st-
ocks and communications equipment.
