to the Agreement between the TAIPEI ECONOMIC AND CULTURAL REPRE-
SENTATIVE OFFICE IN THE UNITED STATES and the AMERICAN INSTITUTE
IN TAIWAN for TECHNICAL COOPERATION associated with ESTABLISHME-
NT OF ADVANCED OPERATIONAL AVIATION WEATHER SYSTEMS

ARTICLE I-SCOPE
────────
This Implementing Arrangement describes the cooperative scienti-
fic, technical, engineering and administrative activities to be
undertaken by the American Institute in Taiwan (AIT) and its de-
signated representative, the University Corporation for Atmosph-
eric Research (UCAR), to provide consultancy services for the A-
dvanced Operational Aviation Weather System (AOAWS). The AOAWS
is a cooperative effort between the Taipei Economic and Cultural
Representative Office in teh United States (TECRO), through its
designated representative, the Civil Aeronautice Administration
(CAA), of the Ministry of Transportation and Communications (MO-
TC), and AIT, through its dessignated representative uCAR. This
Implementing Arrangement pertains to the Agreement (date August
14 1998, hereinafter referred to as the Agreement) between TECRO
and AIT for Technical Ccoperation associated with the Establish-
ment of aAdvanced Operational Aviation Weather Systems and is a
part of the Agreement.

ARTICLE Ⅱ-AUTHORIZATION

The activities described in this Implementing Arrangement will
be carried our under the general terms and conditions establish-
ed by the Agreement. the Agreement was entered into by the part-
ies pursuant to the Taiwan Relations Act of April 10, 1979, Pub-
lic Law 96-8 (22 USC 3301 et seq.)

ARTICLE Ⅲ-SERVICES
──────────
The AOAWS provides TECRO's designated representative CAA, the a-
irlines and the flying public on Taiwan with state-of-the-art a-
viation weather technology for:1) hazardours weather phenomena
that affect aviation operations, 2) weather phenomena that affe-
ct airspace capacity and safety at major hub airports, and 3) w-
eather phenomena that affect overall efficiency of aviation ope-
ratins. The AOAWS is a complex system utilizing serveral advanc-
ed weather sensing subsystems, integrated communciations, advan-
ced software developed by AIT's designated representative, UCAR,
advanced numerical weather forecast models developed by UCAR, a-
nd advanced display technology for TECRO's designated represent-
ative, CAA, and airline and users. The successful implementation
of the AOAWS is heavily dependent on technical cooperation and
technology transfer between teh designated representatives of T-
ECRO and AIT in accordance with the terms and conditions of the
Agreement, this Implementing Arrangement, and future Implementi-
ng Arrangements to be agreed upon by the parties.
This Implementing Arrangement is secificall focused on:a) provi-
ding support and maintenance services for the AOAWS system, and
b) developing and implementing system enchancements (e.g., tuni-
ng algorithms) based on system performance and user feedbanck.
The technical cooperation to be undertaken under the auspices of
this Implementing Arrangement is defined by the following tasks.
Task details, including specific work to be performed, performa-
nce period, and estimated cost for each task are contained in t-
he Statement of Wrok.
A summary description of the tasks to be performed durign this
period is provided below.

Task #1-System Support and Maintenance Services
Sysetm administration and software engineering support will be
provided for the AOAWS system during FY2003. Defects in teh AOA-
WS System software which arise or develop during this period wi-
ll be addressed and resolved. Support and maintenance services
includes both hardware and software components of the AOAWS. AIT
's designated representative, UCAR, will provide support as nec-
essary to TECRO's designated representative, CAA, on Taiwan to
ensure the AOAWS system serviceability level remains consistent-
ly high.

Task #2 -Development & Implementation of System Enhancements
AOAWS system enhancements will be developed, tested and impleme-
nted during FY2003.
System refinements will include a) upgrading the MM5 weather fo-
recast model to the latest release available from AIT's designa-
ted representative, UCAR, upgrading the Multidimensional Display
System (MDS) and tuning the performance monitorying system.

ARTICLE Ⅳ-FINANCIAL PROVISIONS
In accordance with teh Agreement, uCAR is undertaking this tech-
nical cooperation as the designated representative of AIT. TECRO
will reimburse AIT and AIt will make necessary arrangements to
transfer such funds to UCAR for all costs incurred in associati-
on with this Implementing arrangement. UCAR for all costs incur-
red in association with this Implementing Arrangement. UCAR's c-
osts for this technical cooperation will be assessed on the bas-
is of actual labor time and materials utilized, plus a 3% manag-
ement fee. TECRO has agreed that fifty percent (50%) of the est-
imated cost for the tasks associated with this Implementing Arr-
angement wil be transferred in advance to AIT and that the rema-
ining costs will e reimbursed within 30 days after acceptance of
the deliverables by TECRO and its designated representative CAA.
It is agreed and understood that the payment will be provided in
US$. The upper limit for esxpenditures incurred under this Impl-
ementing Arrangement is US$207,850. uCAR will submit an invoice
to AIT for transmittal to TECRO for payment at the beginning of
the contract period and at the and of the contract period listi-
ng actual costs incurred.

ARTICLE Ⅴ-INTELLECTUAL PROPERTY CONSIDERATIONS
The deliverables produced under the auspiced of this Implementi-
ng Arrangement shall be the sole property of TECRO and its desi-
gnated representative CAA. AIT's designated representative, UCAR
, shall have the right to reference these documents in scientif-
ic publications and other reports as necessary.

ARTICLE Ⅵ-EFFECTIVE DATE, AMENDMENT, AND TERMINATION
This implementing arrangement takes effect 1 January 2003 and t-
he completion date of tasks described in this Implementing arra-
ngement is 31 December 2003. This Implementing Arrangement may
be amended and/or terminiated in accordance with the terms and
conditions of the Agreement.

stsblishment of Advanced Operational Aviation weather Systems

1.0 background and objectives
The Agreement between the Taiepi Economic and Cultural Represen-
tative office in teh united States (TECRO) and the American Ins-
titute in Taiwan (AIt) provides fo technical cooperation between
the Civil Aeronautics Administration (CAA), as TECRO's designat-
ed representative, and the University Corporation for Atmospher-
ic Research (UCAR), as AIt's designated representative. CAA and
UCAR will cooperate on the development adn establishment of ope-
rational aviation weather systems.
The Advanced Operational Aviation Weather System (AOAWS) being
developed by TECRO's designated representative CAA, requires cu-
rrent scientific and technical cooponents in order to provide a
high level of service to the aviation community on Taiwan. Most
of this science and technology has been developed at UCAR over
the past decade and has been validated in operational environme-
nts both in the U.S. and in other countries.
The AOAWS consists of advanced meteorological sensor systems (at
airports and within the Taiwan airspace), a communications infr-
astructure, a product generation component, a system server com-
ponent that distributes products to users, and product displays
that present the advanced weather information to the users. AOA-
WS system components have been integrated to form an operational
, turn-key system that serves the aviation community.
AIT's designatd representative, UCAR, will provide the necessary
technology to TECRO and its designated representative, CAA, in
support of the AOAWS.

2.0 Task Descriptions
The AOAWS Project technical activities will be led again this y-
ear by AIT's designated representative, UCAR, which will contin-
ue to work closelg with TECRO's designatded representative, CAA,
to address AOAWS-related questions and issues as necessary and
appropriate. UCAR will coordinate and manage the work performed
by CAA, TECRO's designated representative. uCAR will respond to
routine requests made by TECRO's designated representative, CAA,
and interface with the CAA and the CAA's Cooperative Partner, t-
he Central Weather Bureau (CWB). In addition, UCAR will preparte
progress reports, prepare and submit deliverable documents, pre-
pare and submit project correspondence, administerthe AOAWS con-
tracts, and correspond with project-related participants.

2.1 Task #1-System Support and maintenance Services
System administration and software engineering support and main-
tenance wil lbe provided for the AOAWS system during FY2003. AO-
AWS components are located at the Taipei Aeronautical meteorolo-
gical Center (TEMC), the Sungshan Airport (SS) Weater Station a-
nd FIS, kaohsiung Airport (KH) Weather Station and two FISs, and
the Taipei Area Control Center (TACC).
AOAWS sofware components that are covered by the support and ma-
intenance service include the Multi-dimensional Display System (
MDS), System monitor Display (SMD), Web multi-dimensional Displ-
ay System (WMDS), Model Display, date servers and conmmunication
hardware, and weather products.
Defects in the AOAWS System software which arise or develop dur-
ing this period will be addressed and resolved by AIT's designa-
ted representative, UCAR. Support and maintenance services incl-
ude both hardware and software components of the AOAWS. Support
and maintenances services for communication netwrok links and n-
etwork components used by the AOAWS that are operated by local
telecommunications companies and/or the CAA are not covered; ho-
wever, UCAR will assist the CAA in troubleshooting network prob-
lems.
AIT's designated representative, UCAR, will rsepond as necessary
on Taiwan to ensure the AOAWS system serviceability level remai-
ns consistently hith. Technical points of contact at UCAR ill be
provided to the CAA for easy reference.
The system supprot and maintenance task includes the following
sub-tasks:
.Providing troubleshooting assistance to the CAA of AOAWS prob-
lems if and when they occur.
.Supporting and maintaining AOAWS software and hardware.
.Correcting AOAWS defects that may arise (e.g., software bugs).
.Upgrading, when appropriate, the AOAWS operating system.
.Installing version-4,x software as necessary to address any s-
ystem defects.

2.2 Task #2 -Development & implementation of System Enhancements
AOAWS system enhancements will be developed, tested and impleme-
nted during FY2003. System refinements will include upgrading t-
he MM5 model to the latest available version relesed by AIT's d-
esignated representative, UCAR, upgrading the Multidimensional
Display System (MDS), tuning the performance monitoring system,
and modifying system configuration based on any external network
communications changes.
AOAWS System enhancements to be implemented in 2003 include:

A rport describing 4DVAR research and development efforts at uc-
ar, which are not CAA-Funded activities, will be prepared and s-
ubmitted to the CAA. Development & Implementation of System Enh-
ancements sub-tasks include the following.
.Developing and testing AOAWS software enhancements.
.Installing AOAWS software (version 4.x, 4.x+1, etc.) associat-
ed with system enhancements.
.Updating AOAWS user manuals, where appropriate, based on syst-
em enhencements.
