This Memorandum of Understanding (MOU) will come into effect on
the 13th of May 2014

The Parties to the MOU
Contributor:Chinese Taipei
Recipient:Asia-Pacific Economic Cooperation (APEC) Secretariat

Purpose of the MOU
The Contributor is willing to provide funding for projects, in
support of capacity building in APEC ’ s economies,
particularly developing economies, to overcome specific
obstacles they face in enhancing supply chain performance and to
promote supply chain connectivity. To this end, the Contributor
has agreed to contribute to the establishment of APEC Support
Fund Sub Fund on Supply Chain Connectivity (hereinafter referred
to as “ Sub Fund ” )which serves the above purposes, with a
priority given to those projects that benefit developing
economies. The overall governance arrangements of the Sub Fund
are set out in Annex 1 (hereinafter referred to as the “
governance arrangements ” ).

The Contribution
The Contributor will provide a one-off donation of US$200,000
(the Contribution) to the Recipient for projects under this MOU.
The Contributor will pay US$200,000 into an account specified by
the Recipient. Subject to the clause on “ Termination of the
MOU ” below, the Contribution will remain available for
projects under this MOU from the date of payment until cessation
of the Sub Fund as provided for in the governance arrangements.

Management of Contributions
The Recipient will manage the Sub Fund by charging a one-off
management fee of 2% of the contributions to be transferred to
the Administrative Account of APEC upon receipt of the
contributions.
The Recipient will maintain full records of the funds, including
detailed accounts of income and expenditure.

Approval of Projects
The Parties may call for and receive project proposals through
the APEC Support Fund process (Annex 2) from interested
economies or fora or may commission projects. The Recipient will
assess the proposals according to agreed criteria and make
recommendations to the Budget and Management Committee (BMC) for
the approval of the projects.

Audit of the APEC Support Fund
The accounts of the APEC Support Fund will be audited by the
auditors of the Recipient.

Annual Report
The Recipient will prepare an Annual Report of the APEC Support
Fund and in the process will closely coordinate with the
Contributor in preparing the part of the Annual Report on
activities in relation to the Contributor ’ s Contribution. The
Report will be considered by BMC and the Senior Officials
Meeting of APEC (SOM). The comments of SOM on the Annual Report
will be acted upon by the Recipient.

Termination of the MOU
This MOU may be terminated, in whole or in part, by either Party
at any time upon 30 days written notice of termination. Upon
termination of the MOU, the Contributor remains committed to
provide funds out of the Contribution to those projects that
have already been approved under the Sub Fund. The Recipient
shall return any uncommitted fund to the Contributor 60 days
after receipt of the notification.
