1.Signed on November 11, 1999; Entered into force on November 11, 1999.
 
WHEREAS the International Cooperation Department, Ministry of
Economic Affairs, R.O.C., and the Department of Economic and Co-
mmunity Development, State of Maine, U.S.A. wish to further str-
engthen relations by expanding economic, trade, investment and
bilateral technical cooperation between them.

RECOGNIZING that one of the means to achieve such cooperation is
to execute a Memorandum of Understanding.

The two parties therefore agree to promote technical interchange
and to mutually develop the international market. The following
subjects will be covered: Establishing a bilateral technicai co-
operation project; Promoting the dispatch of high-level economic
, construction, technical, and managerial personnel for on-site
study and training; Determining organizations in charge of prom-
oting bilateral technical cooperation and identification of pro-
ject contents and methods of implementation through future cons-
ultation between designated agencies of the two sides; Stimulat-
ing the two-way exchange of economic, trade, and investment inf-
ormation; Deepening of bi-and multilateral economic ties, espec-
ially in the fields of capital investment, environment, and tou-
rism; Building up communication channels for the exchange of in-
formation on the investment climates and opportunities both in
Taiwan and the State of Maine by appointed investment promotion
and industrial development agencies of the two sides.

IN WTTNESS WHEREOF, the undersigned, being duly authorized by t-
heir respective Governments, have signed this Memorandum.

Made in duplicate, in Chinese and English, each text being auth-
entic in the City of Taipei, on the eleventh day of November of
the eighty-eighth year of the Republic of China, corresponding
to the eleventh day of November of the year one thousand nine h-
undred ninety nine of the Gregorian calendar.
