The Government of the Republic of China and the Government of t-
he Kingdom of Thailand,
Pursuant to the Agreement on Technical and Economic Cooperation
between the Government of the Kingdom of Thailand and the Gover-
nment of the Republic of China of June 25, 1968,
Have concluded an arrangement regarding the exchange of observa-
tion visits as follows:
ARTICLE Ⅰ
The two Governments shall establish a Programme for the Exchange
of Visits aimed at facilitating the interflow of economic devel-
opment experience and the promotion of Thai-Chinese technical a-
nd economic cooperation through the exchange of visits by Thai
and Chinese technical personnel and competent officials.
ARTICLE Ⅱ
For the sake of effective coordination, the Department of Techn-
ical and Economic Cooperation, Ministry of National Development
is uesignated by the Government of the Kingdom of Thailand and
the Technical Cooperation Division, Council for International E-
conomic Cooperation and Development, by the Government of the R-
epublic of China as responsible agencies for the promotion and
implementation of the Programme.
ARTICLE Ⅲ
This Programme shall provide for the exchange of visits by Thai
and Chinese technical personnel and competent officials at high
and medium levels to observe economic development fields of int-
erest in the Republic of China and in the Kingdom of Thailand r-
espectively. The length of each visit shall be determined by ac-
tual requirements of individual cases, ranging usually from two
to four weeks.
Initially this Programme shall provide for an exchange of visits
totalling 10 mammoths per year each way, subject to adjustment
by mutual agreement.
ARTICLE Ⅵ
The expenses incurred in the Exchange of Visits shall be borne
by the two Governments on a reciprocal basis as follows:
a) Each Government shall be responsible for the salaries and in-
ternational travelling expenses of its own personnel dispatc-
hed under this Programme;
b) After their arrival, the host country shall provide the foll-
owing to the visitors during their visiting tour:
i) Living allowances for each visitor at the rate of US$ 16
and US$ 11 per day in and outside the metropolitan area r-
espectively;
ii) Local transportation, according to applicable rules and r-
egulations in each country;
iii) Medical treatment.
ARTICLE Ⅴ
This Arrangement shall come into force on the date of its signa-
ture.
This Arrangement shall expire or terminate with the Agreement on
Technical and Economic Cooperation with the exception of pending
Projects and Programmes which shall be continued until completi-
on.
Done at Taipei in duplicate in the English language on the twen-
ty-fifth day of June, 1968.
