Sir:
I have the honour to refer to the Special Meeting of the Board
of Governors of the International Atomic Energy Agency (IAEA) h-
eld in Vienna on 15 May 1997. At that meeting, the Board approv-
ed a model Additional Protocol (copy enclosed). The Protocol was
drafted by the Committee on Strengthening the Effectiveness and
Improving the Efficiency of the Safeguards System and seeks to
strengthen the effectiveness and improve the efficiency of the
Agency's safeguards system as a contribution to global nuclear
nonproliferation objectives.

I should be grateful to know whether the implementation of the
measures provided for in the Model Protocol which include the p-
rovision of information and complementary access as specified in
the Model is acceptable. If so, the relevant Division of Operat-
ions will provide specific proposals for implementation.

Dear Dr. Pellaud:
I am writing in response to your letter of March 25, 1998, rega-
rding the model ”Additional Protocol”. The letter was forward-
ed to me by Mr. Hsia Tien, Director of the Institute for Chinese
Culture in Vienna.

In concurrence with IAEA's concept on , and measures for, stren-
gthening the effectiveness and improving the efficiency of the
safeguards system as a contribution to global nuclear nonprolif-
eration objectives, I hereby, on behalf of the Atomic Energy Co-
uncil, agree to the implementation of the measures provided for
in the Model Protocol. My staff would be pleased to work with t-
he Agency's representatives on details of the implementation pr-
ocedures.

I would also take this opportunity to wish you continued success
in implementing the Agency's international nuclear safeguards p-
rogram.

Dear Mr. Hsia,
I refer to your letter of 5 August 1998 enclosing a letter from
Dr. Ching-Piao Hu dated 26 June 1998, in which he agrees, on be-
half of the Atomic Energy Council, to the implementation in Tai-
wan, China of the measures provided for in the Model Protocol.

The Agency welcomes this action. I should like to inform you th-
at the Director of the Safeguards Operations Division (SGOA) wi-
ll be contacting representatives of the Atomic Energy Council in
the near future with a view to working out the details of the r-
elevant implementation procedures.
