Excellency:
I have the honor to refer to the recent discussions between rep-
resentatives of our Government concerning the adjustment of the
ceiling on category 6 (ginghams, combed) and the establishment
of a specific ceiling for category 25 (yarn-dyed fabrics, except
ginghams, combed) under the provisions of the United States-Chi-
nese bilateral agreement concerning trade in cotton textiles, d-
one at Taipei on October 19,1963, as amended.
I am pleased to inform you that the Governments of the United S-
tates agrees to the increase of the export ceiling for category
6 from the present level of 377,784 square yards to a new level
of 600,000 square yards for the second year of the agreement co-
mmencing October 1,1964. The United States Government also agre-
es to establish a ceiling of 750,000 square yards for category
25 for the second year of the agreement, These ceilings would,
of course, be subject to the provisions of paragraphs 1 and 2 of
the agreement with respect to overall and groupceilings and to
the provisions of paragraph 6 of the agreement in regard to gro-
wth during ensuing twelve-month periods.
If these proposals are acceptable to your Government, this note
and Your Excellency's note in reply on behalf of the Government
of the Republic of China shall constitute an amendment to the
agreement of October 19,1963.
Accept, Excellency, the renewed assurances of my highest consid-
eration.
I have the honor to confirm on behalf of the Government of the
Republic of China that this amendment to the bilateral arran-ge-
ment is acceptable and that your Excel-lency's note and this no-
te in reply shall constitute an agreement between our Govern-me-
nts.

y's date proposing an amendment to the bilateral arrangement
concerning trade in cotton textiles between the Republic of
China and the United States, which reads as follows:
“Excellency:
I have the honor to refer to the recent discussions between
representatives of our Governments concerning the adjustment
of the ceiling on category 6 (ginghams, combed) and the esta-
blishment of a specific ceiling for category 25 (yarn-dyed f-
abrics, except ginghams, combed) under the provisions of the
United States-Chinese bilateral agreement concerning trade in
cotton textiles, done at Taipei on October 19,1963, as amend-
ed.
I am pleased to inform you that the Government of the United
States agrees to the increase of the export ceiling for cate-
gory 6 form the present level of 377,784 square yards to a n-

agreement commencing October 1, 1964. The United States Gove-
rnment also agrees to establish a ceiling of 750,000 square
yards for category 25 for the second year of the agreement.

and group ceilings and to the provisions of paragraph 6 of t-
he agreement in regard to growth during ensuing twelve-month
