1.Signed on June 7, 2006; Entered into force on June 7, 2006;
 
THE GOVERNMENT OF THE REPUBLIC OF CHINA (TAIWAN) AND THE
GOVERNMENT OF ST. VINCENT AND THE GRENADINES are satisfied with
the cooperative relations between the two countries over the
past 25 years and desirous of strengthening these relations.

The government of the Republic of China (Taiwan) is pleased
their assistance has borne fruit and receives acknowledgment by
the people and government of St. Vincent and the Grenadines.
Based upon the long-term cordial relations of the two countries,
the government of the Republic of China (Taiwan) has agreed to
join other countries in the Argyle International Airport Project
and other social development projects.

IN VIEW OF THE FOREGOING, the two governments have reached this
Memorandum of Understanding through their respective
representatives in the following manner to wit:

THAT the Republic of China (Taiwan) agrees to provide a grant of
fifteen million United States dollars, and assist in
coordinating a commercial bank in the Republic of China
(Taiwan), i.e., Eximbank or ICBC to make available a soft loan
of ten million United States dollars to the government of St.
Vincent and the Grenadines for building the roads, support
system, terminal building and control tower of Argyle
International Airport. Any request for additional assistance for
the project will be afforded favorable consideration in further
discussions.

THAT the government of St. Vincent and the Grenadines accepts
this offer of the government of the Republic of China (Taiwan),
extends its most deep-felt appreciation to the latter for its
brotherly friendship, and remains confident that the cordial
relations between the two countries shall continue to develop.

THAT the Memorandum of Understanding shall enter into effect
immediately upon being signed by the respective representatives
of the government of the Republic of China (Taiwan) and the
government of St. Vincent and the Grenadines; and that it shall
remain in force until the provisions contained herein are fully
implemented and executed by the two governments.

DONE IN TAIPEI on the seventh day of the sixth month of the year
two thousand six in the Gregorian calendar, which is equivalent
to the seventh day of the sixth month of the ninety-fifth year
of the Republic of China (Taiwan), in duplicate in the English
and Chinese languages, with both versions being equally valid.
