EXCHANGE OF LETTERS CONCERNING THE REVISION OF THE AGREEMENT BE-
TWEEN THE GOVERNMENT OF THE REPUBLIC OF CHINA AND THE GOVERNMENT
OF ST. VINCENT AND THE GRENADINES ON ICDF VOLUNTEERS

The Embassy of the Republic of China (Taiwan) presents its comp-
liments to the Ministry of Foreign Affairs, Commerce and Trade
of St. Vincent and the Grenadines and kindly requests the latter
to refer to the Note No. 302/2004 with respect to revision of
the Agreement between the Republic of China and the Government
of Saint Vincent and the Grenadines on ICDF Volunteers.

The aforesaid Note states that there is no objection to the rev-
ised Draft Agreement with specific amendments to Article 4(e) as
outlined hereunder:
"The Government of Saint Vincent and the Grenadines shall grant
the programme personnel the following privileges, exemption and
benefits:
a.Exemption from customs duties, taxes and other governmental
charges on all equipment, materials and medical supplies intr-
oduced into St. Vincent and the Grenadines as stated in Artic-
le 3(c) of this Agreement for use in the performance of their
duties;
b.Exemption from customs duties, taxes and other governmental
charges on a vehicle for each coordinator's personal use;
c.Exemption from customs duties, taxes and other governmental
charges on their personal and household effects introduced in-
to St. Vincent and the Grenadines for their own use within six
months of their first arrival;
d.Exemption from income tax and other governmental charges in
respect of any remuneration or allowances the programme perso-
nnel received in St. Vincent and the Grenadines from abroad in
connection with their activities under the programme;
e.Arrangement of rent-free housing accommodation at places where
the programme personnel are to perform their duties to be ass-
igned to them by the Government of St. Vincent and the Grenad-
ines; and
f.Issuance of appropriate identification cards to the programme
personnel to facilitate the performance of their functions."

In addition to the revision on Article 4(e) of the aforesaid Ag-
reement, some parts in the preamble are also revised as follows:
1) Republic of China (hereinafter referred to as the R.O.C.) to
(hereinafter referred to as TAIWAN);
2) ICDF Volunteers to ICDF-TAIWAN Volunteers;
3) and the Ministry of Foreign Affairs, Tourism, and Information
of St. Vincent to the Ministry of Foreign Affairs, Commerce
and Trade of St. Vincent and the Grenadines.

The Embassy has the honour to confirm, on behalf of the Governm-
ent of the Republic of China (Taiwan) that by exchanging notes,
revised Agreement between the Republic of China and the Governm-
ent of Saint Vincent and the Grenadines on ICDF Volunteers shall
come into force hereafter.

The Embassy of the Republic of China (Taiwan) avails itself of
this opportunity to renew to the Ministry of Foreign Affairs,
Commerce and Trade of St. Vincent and the Grenadines the assura-
nces of its highest consideration.

The Ministry of Foreign Affairs, Commerce and Trade of Saint Vi-
ncent and the Grenadines presents its compliments to the Embassy
of the Republic of China (Taiwan) and has the honour to refer to
the latter's Note 93154 of December 16, 2004.
The Ministry further wishes to advise with respect to the revis-
ion of the Agreement between the Republic of China and the Gove-
rnment of Saint Vincent and the Grenadines on ICDF Volunteers,
that there are no objectives to the amendments to the revised
Draft Agreement with specific attention to Article 4(e) as outl-
ined.

The Ministry has the honour to confirm that by exchanging notes,
the revised Agreement between the Republic of China (Taiwan) and
the Government of Saint Vincent and the Grenadines on ICDF Volu-
nteers shall come into force hereafter.

The Ministry of Foreign Affairs, Commerce and Trade of Saint Vi-
ncent and the Grenadines avails itself of this opportunity to
renew to the Embassy of the Republic of China (Taiwan), the ass-
urances of its highest consideration.
