THE GOVERNMENT OF THE REPUBLIC OF LIBERIA AND THE GOVERNMENT OF
THE REPUBLIC OF CHINA, being desirous of maintaining and promot-
ing the friendly relations between the two countries, taking in-
to account the successful visit of His Excellency Charles Ghank-
ay Taylor in February 1997; while then as Vice Chairman of the
Council of State of the Liberian National Transitional Governme-
nt (LNTG-III); as well as subsequent efforts made by him upon h-
is inuaguration as President of the Republic of Liberia to stre-
ngthen these existing ties;

WHEREAS, upon the request of the Government of the Republic of
Liberia to the Government of the Republic of China, based upon
humanitarian and the long-term cordial relationship between the
two countries, the Republic of China has agreed to donate rice
valued at 3 million United States Dollars to the Government of
the Republic of Liberia;

WHEREAS, the Government of the Republic of Liberia accepts the
humanitarian and brotherly gesture by the Government of the Rep-
ublic of China;

NOW THEREFORE, IN VIEW OF THE FOREGOING, the two Governments ha-
ve reached this Memorandum of Understanding through their respe-
ctive representatives in the following manner to wit:

THAT, the Republic of China shall deliver said rice donated to
the Government of the Republic of Liberia; and cause to be ship-
ped to the Freeport of Monrovia, thereby providing easy access
to same for the Government of the Republic of Liberia;

THAT, the Government of the Republic of Liberia heartily accepts
and appreciates this goodwill gesture on the part of the Govern-
ment of the Republic of China; and extends its fraternal felici-
tations to that Government for the brotherly consideration; bei-
ng confident of the continuity of cordial relations between the
two countries;

THAT, this Memorandum of Understanding shall enter into effect
immediately upon signing by the respective representatives of t-
he Government of Liberia and the Republic of China; and shall c-
ontinue to remain in force until the provisions contained herein
are fully implemented and executed by the Governments of the Re-
public of Liberia and the Republic of China.

DONE IN MONROVIA, in duplicate in the Chinese and English Langu-
ages, both of which shall be equally authentic on 29th day of S-
eptember A.D. 1997; equivalent to the 29th day of the 9th month
of the Eighty-Sixth Year of the Republic of China.
