The Permanent Mission of the Separate Customs Territory of
Taiwan, Penghu, Kinmen and Matsu and the delegation of the
Republic of Liberia hereby inform the Director-General of the
World Trade Organization (WTO) that they have concluded their
bilateral market access negotiations on goods in the context of
the accession of the Republic of Liberia to the WTO.

The two parties accordingly attach hereto the original of the
list of concessions on goods which the Republic of Liberia
grants to the Separate Customs Territory of Taiwan, Penghu,
Kinmen and Matsu (Attachment 1).

In addition, the Republic of Liberia grants to the Separate
Customs Territory of Taiwan, Penghu, Kinmen and Matsu Initial
Negotiating Rights for those goods negotiated with the Separate
Customs Territory of Taiwan, Penghu, Kinmen and Matsu as
identified in Column six of the attached list of concessions at
the rate which the Republic of Liberia binds in its Schedule.

The Republic of Liberia is hereby committed to providing landing
(on arrival) visa treatment to the holder of a Taiwan national
passport that carries the personal identification number of the
individual, will, without obtaining a visa, be able to enter,
leave, pass in transit or visit the territory of the Republic of
Liberia for a period of seven (7) up to thirty (30) days.

With regard to the Trade-Related Aspects of Intellectual
Property Rights (TRIPs) Agreement, inter alia the requirement of
Article 27.3(b), the Republic of Liberia is committed to
establishing a legal framework to provide for the protection of
plant varieties. With regard to such protection, the Republic of
Liberia shall accord to nationals of Taiwan, either natural
persons or legal entities, treatment no less favourable than
that which it accords to the nationals of any other country.
