The Government of the Republic of China (Taiwan)(ROC) and the
Government of the Republic of the Marshall Islands (RMI)
(hereinafter collectively referred to as the “ Contracting
Parties ” )

BEING desirous to strengthen and consolidate the existing
friendly relations between the two countries; and WHEREAS, the
ROC-RMI Technical and Vocational Training Project (hereinafter
” Jitok Kapeel ” )serves as such an avenue of strengthening
and consolidating said relations;

WHEREAS, the Jitok Kapeel commences on 1st July 2010 and consist
of three six-month long training cycles in the fields of
automotive mechanics and plumbing/electricity with four months
of classroom /workshop trainings and two months of internships;

WISHING to promote cooperation in technical and vocational
training.

HEREBY AGREE as follows:

Article I
The Government of the Republic of China (Taiwan), at the request
of the Government of the Republic of the Marshall Islands,
agrees to dispatch vocational training experts (in the fields of
automotive mechanics and plumbing/electricity )to the Republic
of the Marshall Islands under the Jitok Kapeel Program, which
will be jointly managed by the Ministry of Public Works, RMI
National Training Council, and the College of the Marshall
Islands.

Article II
The Government of the Republic of China (Taiwan) agrees to pay
travel expenses for said experts to and from the Republic of the
Marshall Islands, their salaries and allowances, insurance
costs, and local transportation costs in the Republic of the
Marshall Islands.

Article III
The Government of the Republic of the Marshall Islands agrees
to:
(1) Provide said experts office space and furnished housing.
While the experts shall be responsible for their housing
utility expenses, the Government of the Republic of the
Marshall Islands shall provide $200.00 USD per month towards
the utility expenses of each expert;
(2) Exempt said experts from taxes on their salaries and
allowances earned from sources outside the Republic of the
Marshall Islands;
(3) Exempt said experts and their dependents from all import
tariffs, duties, and other taxes on their personal and
household effects, including one vehicle, for a period of
six (6) months from the date of arrival in the Republic of
the Marshall Islands;
(4) Exempt said experts from all import tariffs, duties, and
other taxes on the equipment, machinery,and other materials
required for their work; and
(5) Provide adequate security for said experts and grant them
the same treatment as accorded to the personnel of similar
technical and vocational cooperation in the Republic of the
Marshall Islands such as the ROC Laura Technical Mission;
(6) Provide the Student Personal Accidental Insurance Policy to
trainees.

Article IV
(1) The teaching materials, using the English teaching materials
provided by the Government of the Republic of China (Taiwan)
for reference, shall be progressively developed by experts
assigned by the Contracting Parties according to the results
of the Jitok Kapeel Program;
(2) The training equipment, machinery,and other materials
provided by the Government of the Republic of China (Taiwan)
shall be used for the Jitok Kapeel Program;
(3) The Government of the Republic of the Marshall Islands
agrees to:
(a) Maintain training site for safety purposes;
(b) Establish inventory control of the aforesaid training
equipment, machinery, and other materials;
(c) Be responsible for maintaining said training equipment,
machinery, and other materials; and
(d) Provide inventory control and other relevant information
and documentation of the aforesaid training equipment,
machinery and other materials at the request of the
Government of the Republic of China (Taiwan).

Article V
Upon signature, this Agreement shall retroactively enter into
force on 1st July 2010 and shall remain valid until 31st
December 2011.This Agreement may be amended upon mutual consent
of the Contracting Parties through the Exchange of Notes which
shall be annexed to and become an integral part of this
Agreement.

IN WITNESS WHEREOF, the undersigned, duly authorized herein by
their respective Governments, have signed this Agreement.

DONE in duplicate in Chinese and English, both texts being
equally authentic, at Taipei, this 12thday of April,2011.
