The government of the Republic of China (Taiwan) and the
government of Saint Vincent and the Grenadines, (hereinafter
referred to as “ the Parties, ” )being desirous of further
strengthening friendly bilateral relations and promoting
agricultural technical cooperation, have agreed through their
respective representative upon the following articles:

Article 1
This Agreement shall supersede the “ Agreement on Agricultural
Technical Cooperation between the Government of the Republic of
China (Taiwan) and the Government of Saint Vincent and the
Grenadines ” signed in Kingstown on October 2, 2012.

Article 2
The Parties agree to implement the Project for Strengthening
Farmers ’ Organizations and Improving Fruit and Vegetable
Production Technology in St. Vincent and the Grenadines
(hereinafter referred to as “ the Project ” )from 2015 for a
period of four years to assist in strengthening the functions of
farmers ’ organizations in St. Vincent and the Grenadines,
enhancing fruit and vegetable production techniques, and
accelerating agricultural modernization.

Article 3
The Parties shall implement the Project in accordance with the
attached Project Plan Format.

Article 4
The main work of the Project shall include:
(1) Strengthening and expanding the technical support system and
capability of technicians at the Ministry of Agriculture,
Rural Transformation, Forestry, Fisheries and Industry of
Saint Vincent and the Grenadines;
(2) Establishing target crop facilities and field cultivation
models and regulations, and increasing the quality and
quantity of fruits and vegetables produced; and
(3) Establishing an administrative and marketing management
system for vegetable and fruit production cooperatives, and
strengthening the functions of farmers ’ organizations.

Article 5
The government of the Republic of China (Taiwan) and the
government of Saint Vincent and the Grenadines shall assign the
International Cooperation and Development Fund (TaiwanICDF) and
the Ministry of Agriculture, Rural Transformation, Forestry,
Fisheries and Industry of Saint Vincent and the Grenadines,
respectively, to jointly implement the Project.

Article 6
The government of the Republic of China (Taiwan) agrees to:
(1) In accordance with the mutually agreed upon annual plan,
allocate the Project ’ s implementation budget as of 2015
for a period of four years.
(2) Dispatch one Project Manager for project planning,
coordination and supervision. Dispatch technicians and
short-term experts for project consultation and technical
assistance at various stages of the Project, as necessary.
(3) Reserve part of the Project ’ s budget for salaries,
medical care, insurance, round trip air tickets, housing
allowance, retirement entitlements and other benefits for
the abovementioned appointed personnel and the expenditures
incurred during visits by the short-term experts.
(4) During the implementation of the Project, the Embassy of the
Republic of China (Taiwan) in Saint Vincent and the
Grenadines shall monitor the Project.

Article 7
The government of Saint Vincent and the Grenadines agrees to :
(1) Provide the required land and buildings for vegetable and
fruit cooperatives involved in the Project;
(2) Pay the salaries of Saint Vincent and the Grenadines
nationals who participate in the Project ’ s
implementation;
(3) During the implementation period, designate the Ministry of
Agriculture, Rural Transformation, Forestry, Fisheries and
Industry to supervise and manage the Project;
(4) Designate the Ministry of Agriculture, Rural Transformation,
Forestry, Fisheries and Industry to appoint the following
personnel for the Project:
i. One Project Coordinator
a. The Project Coordinator shall cooperate with the Project
Manager and Specialist dispatched by the government of
the Republic of China (Taiwan) in organizing and
supervising the working groups under the Project and
periodically evaluating and reviewing the project
implementation.
b. The Project Coordinator shall prepare and complete
quarterly and annual reports on the Project for the
Project Manager ’ s review, and then submit the reports
to the Ministry of Agriculture, Rural Transformation,
Forestry, Fisheries and Industry of Saint Vincent and the
Grenadines and the Embassy of the Republic of China
(Taiwan) in Saint Vincent and the Grenadines so as to
facilitate the supervision and control of the project
implementation by both governments.
ii. Fourteen technicians
The fourteen technicians, including technicians from the
Cooperative Department, Ministry of National Mobilization,
Social Development, the Family, Persons with Disabilities,
Youth and Sports, shall cooperate with technicians
dispatched by the government of the Republic of China
(Taiwan) and provide technical assistance pertaining to
the Project.
(5) Agree to provide transportation and furnished offices that
have electricity and a water supply for the Project Manager
and the long-term and short-term Specialists dispatched by
the government of Republic of China (Taiwan);
(6) Exempt the imported vehicles, machineries, equipments and
materials required for the implementation of the Project
from customs duties, levies, taxes and other fees; and
(7) Agree to provide the following benefits and treatments to
the personnel and their dependents from the Republic of
China (Taiwan):
i. Issue visas to facilitate their entry into, stay in and
departure from Saint Vincent and the Grenadines, and help
ensure their safety and security;
ii. Exempt them from all related taxes, including income tax;
iii. Exempt the household effects of personnel from all import
taxes and customs duties, and VAT in local purchases;
iv. Exempt one automobile purchased for personal use by each
personnel from all customs duties, taxes and other fees,
and provide CD license plates for the automobile; and
v. Grant privileges, exemptions and other treatments no less
favorable than those accorded to personnel of other
international missions residing and performing similar
activities in Saint Vincent and the Grenadines.

Article 8
(1) This Agreement shall enter into force upon the date of
signature and be valid for four years.
(2) This Agreement may be amended through the mutual written
consent of the Parties.
(3) This Agreement may be extended through the mutual written
consent of the Parties.
(4) This Agreement may be terminated by either Party, with the
termination taking effect three months after the date of the
receipt of written notice by the other Party.

Article 9
All disputes arising from interpretation or implementation of
this Agreement shall be settled through negotiation by the
Parties.

IN WITNESS WHEREOF, the undersigned, being duly authorized
thereto by their respective governments, have signed this
Agreement.

Done in duplicate in the Chinese and English languages, with
both texts being equally authentic, at Kingstown, Saint Vincent
and the Grenadines on the August 7th, 2015.
