法規名稱: AGREEMENT ON AGRICULTURAL TECHNICAL COOPERATION BETWEEN THE GOVERNMENT OF THE KINGDOM OF THAILAND AND THE GOVERNMENT OF THE REPUBLIC OF CHINA

1.Signed on August 3, 1970; Entered into force at the same date.

 
WHEREAS an Agreement on Technical and Economic Cooperation and
an Arrangement on the exchange of Experts were signed by His Ex-
cellency Pote Sarasin, Minister of National Development of the
Government of the Kingdom of Thailand and His Excellency K.T. Li
, Minister of Economic Affairs of the Government of the Republic
of China at the conclusion of the First Sino-Thai Ministerial C-
onference on Economic Cooperation held at Taipei in June 1968;
WHEREAS the Second Sino-Thai Ministerial Conference was held at
Bangkok in December 1969 and, noting the progress made in the
implementation of the Sappaya Multipurpose Cooperative Project,
it was agreed that the service period of the Chinese Agricultur-
al Technical Mission be extended for at least another year to J-
une 30, 1971;
WHEREAS the Ministry of Agriculture of the Government of the Ki-
ngdom of Thailand desires to obtain additional technical service
from the Government of the Republic of China in the field of ve-
getable seeds production;
NOW, THEREFORE, the Government of the Kingdom of Thailand and t-
he Government of the Republic of China have mutually agreed on
the following;
ARTICLE Ⅰ
The Government of the Republic of China shall organize and desp-
atch to Thailand a Chinese Agricultural Technical Mission (here-
inafter referred to as the “CATM”) to be composed of the foll-
owing personnel:

ARTICLE Ⅱ
The services of the CATM shall be performed in accordance with
the provisions of this Arrangement and in conformity with the
general policy requirements of the Government of the Kingdom of
Thailand.
ARTICLE Ⅲ
The scope of work of the CATM shall be that specified in the pr-
oposal of the said projects, a copy of which is attached hereto.
ARTICLE Ⅳ
The additional members of the CATM shall arrive in the Kingdom
of Thailand as soon as possible.
ARTICLE Ⅴ
The Government of the Kingdom of Thailand shall bear all costs
of operations and maintenance of the said projects, including t-
he costs of equipment and supplies required.
ARTICLE Ⅵ
The Government of the Kingdom of Thailand shall provide an adeq-
uate number of Thai counterpart technicians to work with the CA-
TM for the said projects.
ARTICLE Ⅶ
The Government of the Kingdom of Thailand shall provide the fol-
lowing facilities for the use of the CATM in its performance of
services:
a Adequate office space;
b Local transportation;
c Supporting staff, including clerk-typists, interpreters, etc.
d All necessary office equipment and supplies; and
e adequate living quarters.
ARTICLE Ⅷ
The Government of the Republic of China shall undertake to pay
salaries, round trip air passage between Taipei and Bangkok, in-
surance and unaccompanied baggage for CATM regular personnel, r-
ound trip air passage between Taipei and Bangkok and insurance
for CATM short-term consultants, and the costs of necessary pro-
curement in Taiwan in support of the CATM demonstration projects
in Sappaya, and the vegetable seed production. The Government of
the Kingdom of Thailand will allow such procurement to be impor-
ted to be used for the projects free of duties and taxes.
ARTICLE Ⅸ
The Government of the Kingdom of Thailand shall undertake to pay
living and technical, allowances for CATM regular personnel, per
diem for CATM regular personnel performing official duties outs-
ide the project area and per diem for CATM short term consultan-
ts working for the said project and contingency funds,
ARTICLE Ⅹ
The budget involved would be finalized between the Department of
Technical and Economic Cooperation of the Ministry of National
Development, Government of the Kingdom of Thailand and CIECD of
Executive YUAN, Government of the Republic of China.
ARTICLE XI
This Arrangement shall become effective until June 30, 1971, up-
on signing by both parties and may be extended upon mutual agre-
ement.
