1.Signed on April 27, 2000;
Entered into force on April 27, 2000.
1.We, the representatives of Belize, El Salvador, Guatemala, Ho-
nduras, Nicaragua, and Panama, and the Republic of China (ROC)
gathered in the city of San Salvador on April 26th to 28th. 20
00, to exchange views on cooperation on integrated environmen-
tal planning for sustainable development.
2.Dr. Hsung-Hsiung Tsai, the Administrator of the Environmental
Protection Administration of the Republic of China expressed
that, although the ROC is not a paay to the United Nations Fr-
amework Convention on Climate Change (UNFCCC), however, as a
member of the global village, the ROC is willing to voluntari-
ly control greenhouse gas emission to protect the global envi-
onment.
3.The Ministers of the Environment of Central America recognize
with satisfaction the ROC's initiative toward global climate
change, and express their interest in establishing a cooperat-
ion regime with the ROC in subjects related to sustainable de-
velopment.
4.Adminissator Tsai of the Environmental Protection Administrat-
ion of the Republic of China expressed the ROC's willingness
to provide technical assistance in developing national and re-
gional versions of the MARKAL-MACRO model. The technical prod-
ucts of these models will allow the Central American nations
to explore co-benefits of integrated planning and implementat-
ion of policies on a variety of multi-media environmental iss-
ues. These issues include, but are not limited to, mitigation
in greenhouse gas emissions, pollution prevention, air-quality
management, and waste management,
5.The Ministers of the Environment of Central America recognize
that sustainable development is a challenge to the developing
economies in Central America and that the MARKAL-MACRO model
can be used to identify the critical linkages in the interrel-
ated energy-environmental-economic problems and can facilitate
the development of market-based environmental management pr-
ograms. Quantitative analysis of specifie projects based on j-
oint model-runs can also be used to identify investment oppor-
tumties in Central America that will generate low-cost reduct-
ions in greenhouse gas emissions.
6.The Central American nations recognize the experience of the
United States Environmental Protection Agency and the Brookha-
ven National Laboratory of the United States Department of En-
ergy in using the model, and express the desire to ,avail the-
mselves of their expertise in an advisory capacity with regard
to the development of national and regional models in Central
America, as well as to build capabilities in training, databa-
ses & information systems management, and institutional stren-
gthening.
7.The Ministers of the Environment of Central America agree to
assign technical personnel to be trained, with the support of
ROC, in the management of the MARKAL-MACRO model and will eva-
luate the long term applicability in the light of other models
, the local institutional capacity, the cost-efficiency crite-
ria, and other considerations.
8.The signatory nations agree to initiate the training and deve-
lopment program starting 2000. At its conclusion, or sooner if
appropriate, the signatory nations will jointly design future
options related to the application of the program.
