The Taipei Economic and Cultural Office in Hanoi and the Vietnam
Economic and Cultural Office in Taipei hereinafter referred to
as the “ Parties ”, with a view to promoting public health and
medical care service on mutually beneficial terms and
conditions, and providing a framework for the furtherance and
development of cooperation in the above-mentioned fields, have
agreed as follows:
I. PROGRAM GOALS
A. To increase the contacts and cooperation of health
professionals and institutions between the two Parties.
B. To provide health professionals and institutions of the two
Parties with opportunities to exchange ideas, information,
skills and techniques.
C. To enhance opportunities to collaborate on health problems
of mutual interest.
II. IMPLEMENTATION AND COORDINATION
A. Each Party shall designate a program coordinator to be
responsible for the overall coordination of cooperative
activities between the two Parties.
B. For each topic identified as the subject of a formal
cooperative activity, each Party shall also name topic
coordinator.
III. FUNDING
A. Funding of cooperative activities shall be carried out on
the basis of mutuality, reciprocity, and flexibility.
B. In general, each Party will fund the cost of its
participation in cooperative activities (unless agreed on
and specified otherwise) or may, if it chooses, provide full
or partial support for participation in these activities by
participants of the other Party.
C. Decisions on funding for joint activities will be made by
mutual agreement and specified in letters of understanding
exchanged prior to the initiation of a proposed activity.
IV. POTENTIAL AREAS OF COOPERATION
A. Scope of Cooperation may cover:
(1) Joint projects on mutually agreed topics;
(2) Visits and/or training of relevant personnel;
(3) Exchange of information in the related areas;
(4) Joint seminars on topics of mutual interest and benefit;
and
(5) Other activities as mutually agreed upon
B. Potential areas of cooperation may include:
(1) The two Parties will promote the cooperation of healthcare
in the following broad disciplines:
● Disease control and prevention
● Public health promotion and protection
● Health services and health policy
● Health administration
(2) The two Parties will explore opportunities for
collaboration in the following specific focus areas:
● Communicable diseases
● Prevention of HIV/AIDS, sexually transmitted diseases(
STDs) and tuberculosis(TB)
● Immunization
● Chronic disease prevention and health promotion
● Non-communicable diseases
● Maternal and child health
● Population policy
● Strengthening of public health systems
● Other areas as mutually agreed upon
V. ENTRY INTO FORCE, AMENDMENT AND TERMINATION
This Agreement shall enter into force on the date of
signature hereafter, and may be terminated by either Party by
giving 6 months ’ prior notice to other Party. The
termination of this Agreement shall not affect the validity
or duration of activities agreed upon pursuant to this
Agreement and initiated prior to such termination.

IN WITNESS WHEREOF, the undersigned, being duly authorized
thereto, have signed this Agreement.

Done at Taipei, Republic of China (Taiwan), on the day of June
24, 2010, in duplicates in the English language.
