法規名稱: AGREEMENT FOR COOPERATION ON AUSTRONESIANPEOPLES CULTURALAFFAIRS BETWEEN THE COUNCIL OF INDIGENOUS PEOPLES OF THE REPUBLIC OF CHINA (TAIWAN) AND THE MINISTRY OF CULTURE AND INTERNAL AFFAIRS OF THE REPUBLIC OF THE MARSHALL ISLANDS

The Council of Indigenous Peoples of the Republic of China
(Taiwan) and the Ministry of Culture and Internal Affairs of the
Republic of the Marshall Islands (hereinafter referred to as the
“ Parties ” )

DESIRING to enhance cultural and people-to-people relations
between the Austronesian Peoples of the Republic of China
(Taiwan) and the peoples of the Republic of the Marshall
Islands; and

RECOGNIZING, the advantages to be gained by their respective
peoples from the implementation of such cooperation and;

DESIRING to enhance the dignity and rights of Austronesian
Peoples within the respective territories through mutual
cooperation on a reciprocal basis;

Have agreed as follows:

Article 1
Purpose of the Agreement
The Parties believe that bilateral cooperation is an effective
way to elevate and enhance the dignity and rights of
Austronesian Peoples. The Parties seek to increase the
well-being of Austronesian Peoples through joint efforts and
cooperation.

Article 2
Coordination and Implementation
The Parties shall:
i. Hold at least one meeting each year for the planning of
measures designed to enhance the cultural and
people-to-people contacts between the Austronesian Peoples of
the Republic of China (Taiwan) and the peoples of the
Republic of the Marshall Islands;
ii. Promote and facilitate the exchange of experience relating
to issues of language, culture and traditional knowledge
between the Austronesian Peoples of the Republic of China
(Taiwan) and the peoples of the Republic of the Marshall
Islands;
iii. Promote the development of contact with or between academic
institutions, organizations, local government bodies and
tribal authorities;
iv. In cooperation with relevant educational and government
authorities, to encourage students for study at each other
’ s schools of equivalent level;
v. To share experience in the production and marketing of
Austronesian Peoples ’ handicrafts and to encourage the
exhibition and sale of cultural objects;
vi. To encourage the exchange of visits of groups, tribes or
individuals to attend Austronesian Peoples ’ folklore
celebrations/festivals or other activities;
vii. To share policies and measure relating to economic
development of Austronesian Peoples, and to establish
mechanisms for the exchange of technical expertise;
viii. To promote athletic exchanges, and exchanges of
experiences among Austronesian athletes;
ix. To exchange experiences of environmental stewardship,
especially regarding climate change and Austronesian Peoples
’ traditional practices of environmental protection;

Article 3
Funding
Funding of any exchanges contemplated under this Agreement shall
be arranged by the Parties on a case-by-case basis.

Article 4
Final Provisions
1. This Agreement shall enter into force on the date of
signature made by both Parties.
2. This Agreement shall remain in effect for a period of ten
(10) years.
3. Either Party may terminate this Agreement by giving three (3)
months prior written notice to the other Party.

IN WITNESS WHEREOF, the undersigned, being duly authorized by
their respective Governments have signed this Agreement.

Done in duplicate at Taipei on the 3rd of January, 2019, in the
Chinese and English languages, both texts being equally
authentic.
