沿革:

Entered into force on December 25, 2020
The Taipei Economic and Cultural Office in Tel-Aviv and the
Israel Economic and Cultural Office in Taipei (hereinafter “
the Parties ” );
Believing that the Parties could benefit greatly from further
development of bilateral friendship and cooperation;
Desiring to expand and strengthen the friendship between the
Parties and promote cooperation in volunteering;
Noting that there are common challenges which are faced by the
Parties;
Have agreed as follows:
Article 1
Scope of Cooperation
The Parties shall take the appropriate measures to enhance
cooperation in volunteering and encourage the development of
direct contacts and friendly relations between them, on the
basis of reciprocity, through:
1. Exchanges of scholars and high-ranking officials;
2. Exchange of printed materials, films, CDs and other
information on volunteering;
3. Participation in volunteer-related events (meetings, visits,
conferences, etc.) organized by the Parties to strengthen
friendship between them; and
4. Other cooperative activities on volunteer-related matters
agreed by the Parties, subject to their laws and regulations.
Article 2
Areas of Exchange
The Parties agree on the following exchanges on a reciprocal
basis:
1. Once per year, the Taiwan Ministry of Health and Welfare and
the Israeli Ministry of Labor, Social Affairs and Social
Services shall each designate a three-member delegation to
interact with the other over the course of five days, with
these meetings taking place in each Party in alternating
years.
2. The Taiwan Ministry of Health and Welfare agrees to provide
assistance and transfer the required documents of applicants
of the official overseas volunteer program “ Volunteer in
Israel (VOIS) ” to the Israel Ministry of Labor, Social
Affairs and Social Services, according to VOIS requirements.
The Israeli Party shall supervise these placements and ensure
that volunteers will have a fruitful stay in Israel.
Article 3
Financial Conditions
Each Party shall pay for its own travel, accommodation and meal
costs; the hosting Party shall provide local transportation and
program arrangements.
Article 4
Insurance
Participants in the volunteering activities shall bear their own
costs of medical insurance.
Article 5
Competent Authorities
The Parties hereby designate the following to be responsible for
the implementation of the present Memorandum of Understanding
(MOU):
- For Taiwan, the Ministry of Health and Welfare
- For Israel, the Ministry of Labor, Social Affairs and Social
Services
(hereinafter: "The Competent Authorities").
Article 6
Entry into Effect and Duration
1. Any activity carried out by one Party pursuant to this MOU
shall be in accordance with that Party ’ s national laws,
regulations, procedures, mechanisms and policies;
2. Any activity carried out by one Party pursuant to this MOU
shall be subject to the availability of funds;
3. This MOU may be modified by mutual written consent of the
Parties;
4. Any difference in interpretation or implementation of this
MOU shall be settled amicably between the Parties;
5. This MOU shall enter into effect on the date of the
completion of its signature by both Parties and shall remain
effective for a period of three (3) years from the date of
its entry into effect. It shall be deemed renewed
automatically for similar periods;
6. Either Party may terminate this MOU at any time by sending
the other Party a three months ’ advance written notice of
its intention to terminate this MOU;
7. The termination of this MOU shall not affect any ongoing
activity which began prior to its termination.
In witness whereof, the undersigned, being duly authorized
thereto, have signed this MOU.
