Article 1
The Ministry of Environment shall establish the Resource Circulation Administration (hereinafter referred to as the “RECA”) to administer the matters of source reduction of waste and resource recycling, circulation, reuse, clearance, and disposal.
Article 2
The RECA shall be in charge of the following matters:
1.Drafting, promotion, implementation, and supervision of resource circulation policies and laws and regulations.
2.Drafting, promotion, implementation, and supervision of source reduction of general waste and resource recycling, disposal, and reuse policies and laws and regulations.
3.Drafting, promotion, implementation, and supervision of industrial waste clearance, disposal, and reuse policies and laws and regulations.
4.Planning, coordination, promotion, implementation, and supervision of resource recovery and reuse and industrial management strategies.
5.Planning, establishment, promotion, management, and supervision of reclamation and disposal facilities.
6.Planning, implementation, management, and supervision of the flow tracking of resource circulation materials and industrial waste.
7.Incoming, outgoings, custody, and utilization of the fund consisting of the fees charged for the purpose of promoting resource circulation and resource recycling.
8.Other matters related to resource circulation.
Article 3
The RECA shall have one Administrator in Senior grade 13 and two Deputy Administrators in Senior grade 12.
Article 4
The RECA shall have one Secretary-General in Senior grade 11.
Article 5
The ranks, grades and number of positions of the RECA staff shall be governed by a separate organizational chart.
Article 6
The implementation date of this Act shall be decreed by the Executive Yuan.
